Good Fences Make Good Neighbors?

Brooklyn leaders are pushing the city to reopen fancy Manhattan Beach?the waterfront 'hood that was fenced off to non-residents by a 1993 court order?as part of the city's Vision 2020 waterfront development efforts. The Brooklyn Borough Board wants to replace the rundown walkway with a public promenade connecting Manhattan Beach to the nearby public beach, the Coney Island boardwalk, and Brighton Beach. The court ruling came about because a Brooklyn developer fenced off his home and blocked part of the old walkway, and though he died three years ago, some neighbors still want the space fenced off.
