It seems like the Department of Transportation gets to install its Post-columnist-angering bike lanes and pedestrian plaza at will, and the City Council would like to end that practice. A bill passed unanimously that requires the agency to submit plans in advance that explain why each "traffic calming device" is necessary in the place where the DOT wants to put 'em. The legislation takes effect in three months, so expect 65,000 new miles of bike lanes before then. [NYP]
