The owner of Carnegie Hill brownstone 161 East 94th Street has stirred up some pretty strong opposition to his requests to add a curb cut on his property. Now the land-use nerds over on the Herrick Zone reports the whole curb cut dust-up has prompted some introspection over at the Department of City Planning. City Planning originally denied the curb cut because the property is a residential "development," but the owner argues it isn't.
