Steve Cuozzo dedicates his column today to talking up a turnaround at the Fulton Street Mall, which is piggybacking on the condofication of Downtown Brooklyn (or maybe it's the other way around?). Cuozzo cites $15M in street improvements and various retail upgrades (like a new H&M) as proof that the bargain-hunters' boulevard is changing. But there's still a "gritty, undisciplined feel," as evidenced by The Cuozz being accosted by a panhandler inside Macy's. [NYP]
