The Upper East Side's Azure launched sales not too long ago, but already 24 sales contracts in the 128-unit tower have been signed, and the AG's office has declared the condo offering plan effective. It's been a long, strange trip for the 34-story 91st Street building, where a crane collapse two years ago killed two construction workers.
