Pet Wars

Here's one way to get that puppy past the co-op board: prove that it's an emotional support pet. That's what one 71-year-old rent-stabilized resident of 407 Central Park West did, filing a petition with the Department of Housing and Urban Development to be allowed to keep his beagle, P.T. The result? $6,000 in lawyers fees to be paid by his landlord and the board, and the beagle stays. [NYT]
