At its annual meeting/circus last year?while wearing headphones to hear each other over the crowd?the Rent Guidelines Board passed the controversial and vaguely terrifying-sounding Order No. 40, which called for supplemental rent increases of $45 for tenants paying under $1,000/month. Unsurprisingly, the tenants challenged the ruling, and a judge backed them up in January, calling the increase a "poor tax." The city appealed the decision, but now the appeals court has taken the tenants' side, too, the Daily News reports. This could mean up to $100 million in refunds for affected tenants, though there is probably one more appeal in the works before anyone has to pay up. Meanwhile, the Rent Guidelines Board meets again tomorrow to set rent increases for next year.
