How much of a discount does a rent-regulated household making $125,000-$174,999 a year get off of market-rate rents? $712/month. That's the largest discount for any income bracket in the city, according to a new Citizens Budget Commission report on rent regulation. (But in Manhattan alone, 40 percent of rent-regulated tenants pay less than half their apartments' market values.)
