When a pair of restaurants on a dreary block of Pearl Street hatched a plan to build an adorable temporary deck with outdoor seating and general pedestrian-friendliness, some community board members lamented the loss of five parking spaces. But the plan advanced, and today the Department of Transportation held an official unveiling of the six-foot-wide "pop-up café." Maintenance and installation bills are being footed by the eateries, but the DOT will use this as a test run for similar spaces.
