The division of Midtown's Moynihan Station train hub project into phases had us?and others?a little skeptical about the future of the project beyond the first phase. But perhaps our cynicism was misplaced! Crain's reports that the city and state have restarted negotiations with the developers over Moynihan Station's air rights.
