The latest in the recent string of rosy rental market reports is Citi Habitats' July data dump, which has Manhattan's vacancy rate at 0.88 percent, the lowest in almost three years. Rents are up, too, with studios, 1BRs, and 3BRs all at their highest rents since late 2008. Concessions are still vanishing into thin air.
