The latest issue plaguing Second Avenue subway construction (which has had plenty of issues over its 2,000 years of stops and starts) is plumbing. The relocation of underground pipes and junk is to blame six months of delays and more than $130 million in overruns for the Great Upper East Side Real Estate Speculation Machine. The Feds estimate a February 2018 completion for the first phase, but the MTA is sticking to July 2017. [NYT]
