Looks like the news about the city's human resources department moving into 4 World Trade Center might be a little premature. The HRA has plans to take 582,000 square feet?but Silverstein Properties is still looking for a private sector tenant who would be willing to take the space. Silverstein and the Port Authority, co-owner of 1 WTC, both seem confident that private sector tenants will flock downtown, since they recently reduced the U.S. General Services Administration's planned space at 1 WTC.
