Christine Quinn and a band of community activists were dealt a blow by the Department of Housing Preservation and Development (HPD) as they announced plans to move forward with an affordable housing development on West 20th Street that residents would prefer as a park. Citing the lack of green space in Chelsea, advocates submitted 26 alternate locations to HPD for the building, which is planned for the 10,000-square-foot lot between 6th and 7th Avenues, currently empty and owned by the Department of Sanitation.
