Among SPURA's opponents are the residents of 400 Grand Street, who've vowed they won't leave their building to make way for redevelopment?and who insist they don't have to because the property is part of the city's Tenant Interim Lease (TIL) program. Under that program, the city pays for renovations and tenants have the opportunity to purchase their apartments for $250. But the city has finally explained that 400 Grand isn't in the TIL program: the residents attended a number of TIL training sessions, but they never actually signed an agreement with the city.
