The Department of City Planning requires new developments to include four parking spaces for every 10 rental units, but at many projects in Brooklyn, these spaces are going unfilled. Crain's has some examples: at Avalon Fort Greene, only half of the 256-spot parking garage is in use; at 80 Dekalb Avenue, just half of 126 parking spaces have been leased.
