Phase 1 of the splashy new East River Waterfront Esplanade (nicknamed ERW, swear to God!) opened in July with a little help from city planner Amanda Burden and friends; now the city is focusing on the junction of Rutgers Slip and South Street, "a mere stone’s throw" from upcoming Basketball City just up the coast at Pier 36. The RFEI, or cityspeak for Request for Expressions of Interest, calls for a “to-be-built enclosed pavilion and certain outdoor space" located at the intersection with room for commercial and non-profit interests and applications are due November 10. Anyone?
