The state's Public Health and Health Planning Council is the latest to give the thumbs-up to plans for the retrofitting and reopening of the O'Toole Building as a healthcare center. The sawtoothed structure will shrink from 160,000 square feet to around 140,000 square feet and the interior will be gutted.
