The three, 30-story buildings proposed by Toll Brothers almost four years ago for an old matzo factory site in the Powerhouse Arts District were approved by Jersey City's planning board, and now residents are calling foul on the developers. One, for exceeding zoning variances (four times the height and twice the density) and "eschewing affordable housing for cash payments."
