At the root of last year's legislation over single-room occupancy buildings and their use as hotel rooms was a dispute over three specific SROs on the Upper West Side. Now the owners of those SROs?315 West 94th Street, 316 West 95th Street, and 330 West 95th Street?owe $600,000 in civil penalties to settle claims that they rented units to shorter-term residents.
