You may have missed out on the Rat Island auction, but now New York City's Economic Development Corporation has 33 waterfront acres up for grabs. Two caveats: that's Staten Island acreage, and a downtrodden industrial area at that. The waterway in question is the Arthur Kill, off an idyllic-sounding road called Chemical Lane, and "the neighbors would include a pair of unused tanks for liquefied natural gas" plus a medium-security prison.
