The building collapse yesterday in Brighton Beach that injured four construction workers and killed one is believed to be the fault of improperly-poured concrete. DOB commissioner Robert LiMandri says the workers had started from the top floor instead of the bottom up, which is considered safer. A stop-work order is now in place for the 14-unit condo development at 2929 Brighton Fifth Street. [NYT]
