The Board of Standards and Appeals has refused a zoning variance to the proposed Gowanus Whole Foods, on the grounds that the store would bring too many cars to the neighborhood and get in the way of its Superfund cleanup. Whole Foods plans a 56,000-square-foot store but will first have to prove to the BSA?its next appearance is scheduled for January 24?that it won't hurt the environment.
