WEST CHELSEA?For folks eagerly awaiting the third phase of the High Line (in other words, basically everyone), there will be a High Line at the Rail Yards community input meeting tomorrow evening from 6:30 to 8 p.m. in the auditorium of P.S. 11, at 320 West 21st Street. Friends of the High Line co-founder Robert Hammond will update on the project status, and members of the design team will be lurking in the shadows (okay, not really?but so we like to imagine) to hear the public's feedback.
