As expected, the City Council has officially passed the Heat Enforcement for All Tenants Act (HEAT, heh). Just in time for, er, March. The bill raises fines for landlords who repeatedly violate heat laws. Others don't have to worry, according to Council Member Erik Martin Dilan: "If you're a good landlord...the bill won't affect you at all.
