The residents of Chelsea affordable co-op Penn South have officially voted to accept a financing deal with the city. The deal, which divided Penn South residents, means the co-op will get city funds for repairs in exchange for a promise to wait eight years longer, until at least 2030, to take the building's apartments market-rate.
