Opponents of the Bowery Residents' Committee's planned 12-story homeless shelter at 127 West 25th Street aren't having any luck shutting down the plan. The Board of Standards and Appeals has unanimously rejected the Chelsea Flatiron Coalition's claim that the shelter violates the neighborhood's zoning.
