In a 46-3 vote, the owners of the Ariel West condo on the Upper West Side just decided to ban smoking in the entire building. Quality of life concerns drove the issue to a vote, and starting soon anyone who's "caught" smoking (it's complaint driven) is going to be hit with a $150 fine with each succeeding fine increasing by $150.
