State legislators and Governor Cuomo agreed yesterday to a 2 percent limit on property tax increases for properties in the suburbs and upstate. Does this affect NYC? Sort of. Assembly Speaker Sheldon Silver has been arguing for the tax cap to be approved only if rent-stabilization regulations are also renewed and strengthened, meaning the tax cap vote could be delayed if no rent-regulation agreement is reached.
