A federal judge has backed the preliminary injunction issued in April against the plan to turn Dumbo's landmark Tobacco Warehouse into a performance venue. The judge agreed with the April ruling that the National Park Service wasn't allowed to remove the Tobacco Warehouse or the Empire Stores from the protected Empire Fulton Ferry State Park.
