Walmart is determined to make this Southeast Brooklyn location happen, and they've teamed up with JCPenney to do it. Going with the tactic of putting bigbox stores only in locations that don't require city council approval, elected officials are experiencing an odd tickling in the stomach known as "inevitability." The Related Companies is all but confirmed to snap up the site overlooking the Belt Parkway just west of Howard Beach for that song of a price, reduced last year to $14.7 million for 21 acres. [WSJ]
