The rats tried their best, but even feisty rodents are no match for feistier downtown residents when it comes to Collect Pond Park. The concrete patch bordered by civic buildings between Centre and Lafayette Streets may be in the "worst condition of any park in Manhattan," but a new design boasting an interactive water feature, bridge, and rockscape is out to bid.
