Construction resumed in February on 124 West 23rd Street, a stalled condo building brought back to life by new owner Anbau Enterprises. The work at the site is upsetting someone?or many someones, who showed up with the inflatable union rat for a 30-minute protest this morning. A tipster tells us 23rd Street was completely blocked while the rat conducted his show in the 100 degree heat. Anyone know what's going on with this building?
