The mile-long gap in the East River waterfront esplanade might be filled in if a complicated building-rights-for-parkland swap goes through. Governor Andrew Cuomo approved the switcheroo, in which the UN gets to build an office tower on Robert Moses Playground between 41st and 42nd streets in exchange for a major park along the river.
