"While I'm sure there are infrastructure improvements planned as well, I think that the fear of contruction lasting 7 years is realistic. One should always plan to (at least) double the contractor's estimated time frame. Also, the scale of the project is something to consider. It took about 5 years to create the British Memorial Garden at Hanover Square, when the designers said about 2 years, and that is less than 1/2 a block.
