The developers behind the Navy Yard megaproject are in the throes of public review, a seven-month process started in July, but there's still one hitch in their plans: they don't own the land. The Brooklyn Navy Yard Development Corporation had arranged to buy the Admiral's Row lot from the federal government for $1, but now the feds are asking market rate for the six-acre site.
