Delving into the affordable housing issues surrounding the Randolph Houses in Harlem, the Observer finds that only 109 of their 452 units are currently occupied, and all 22 buildings on the south side of West 114th Street are vacant. The city can't afford to update the tenements on its own, so it's "partnering with a private developer to retrofit the properties into modern, low-income housing." RFPs were released last week for a plan carving out 140 public housing units and another 155 of affordable housing. [NYO]
