Yesterday City Council voted unanimously in support of the Chinatown Business Improvement District, the controversial proposal that has pitted Councilwoman Margaret Chin against many of her constituents, who feel the taxes levied against them for community upkeep are unfair. The BID will be funded by an average $5,000 fee paid by building owners.
