We all assume that the people who can buy two townhouses on the Upper East Side can pay the taxes for the places, but it turns out that isn't a universal truth. Hedge fund manager Phillip Falcone and his wife owe just over $200,000 in taxes, which shouldn't be a problem considering the guy is worth $2.2 billion (down from $2.8B).
