The story behind the proposed Carroll Gardens homeless shelter is a tangled web of controversial deals, conflicts of interest, and community outrage. The latest piece of the messy puzzle is landlord Alan Lapes, a rather notorious character in the shelter business. The Post has described him as "the public face for bona fide bad guys," and the Daily News called one of his shelters a "hell hole." In 2007, the DA's office found said hell hole to be "a venue for rampant criminal activity, including prostitution, gunrunning, even a counterfeiting shop that produced phony ten-dollar bills."
