The "moment when all the lights finally came on in Battery Park City"?in the words of one resident?has been delayed indefinitely thanks to all the construction and permitting issues with Asphalt Green, the $55 million community center. The latest problem is a contract dispute between the Battery Park City Authority and the UES non-profit that's supposed to operate the center.
