The 1,582-square-foot terrace attached to this 40 Mercer 3BR looks a bit like the High Line, at least when lit up at night. And it has something the High Line doesn't have, in the form of a lap pool. Alas, that hasn't been enough to net a buyer for the initial asking price of $16 million. The place has just been chopped to $14.5 million. The apartment last sold for $12 million in 2009 (it changed hands again last year for no price at all), so how low can it go this time?
