"I'm a pessimist about any serious changes occurring as a result of Sandy. Too many people still view this storm as a once in a lifetime event, and the bureaucracy in NYC alone is enough to stop any common sense effort--not to mention in the other communities in Jersey, the Rockaways and others that were affected. For example, every article I've read about the buildings downtown being repaired mentioned that the new equipment is going in the exact same place as the old equipment--the basement. No one is moving anything to the roof or a higher floor. The owners are counting on this being a one-time event. I think we'll need at least one more major hurricane in the next 5 years to get people to finally emerge from their comfortable complacency."?particleman [How Should New York City Rebuild Post-Sandy?]
