Who Should Pay for Restoration of a Neighbor's Balcony?

A resident of a Brooklyn condo building is facing an unusual situation and has turned to the Curbed community for answers. Here's the resident's explanation of the situation:

Our building has to do some facade restoration to comply with city code. It includes the private balconies that are owned by the unit owners who access them. These are not common spaces, but they are asking all owners to pay for that work as well as facade work. I find that to be ridiculous. Which leads to this Curbed reader's question: is this ridiculous? Are all residents required to pitch in toward the private balcony restoration work?
