Power returned to the East Village and Lower East Side yesterday and to the West Village, SoHo, TriBeCa and Kips Bay overnight, and it was accompanied by much wooooing from downtown residents who had spent the better part of a week eating candles and bumping into things. Only 5,800 Manhattan residents remain powerless. Folks in the Fulton Network—FiDi and Seaport—are among those, and aren't happy about miscommunication from ConEd.
