Community Board 11's Land Use subcommittee has had six months to consider various options for the rezoning of 60 blocks of east Harlem. And they're likely to recommend a hybrid rezoning plan, which will incorporate aspects of several proposals and allow for different zoning in different neighborhoods. Sounds?perfectly logical. The board will probably endorse a proposal that calls for a light industrial mixed-use area, another microhood with restricted heights, and a third where developers are required to add permanent affordable housing in exchange for taller buildings.
