"You can't legislate that an industry be located in a specific neighborhood (well you can, but it's hard to make the private actors move/stay there since they can always move somewhere else). There is lots of real estate in The Bronx, Brooklyn and Queens which would be ideal locations for light industry such as the garment trade. Manhattan has become too expensive for this because (i) it's a white collar center with office jobs and office towers and (ii) lots of people want to live here and are willing to spend lots of money to do so."?anon [People Really Want to Rebrand the Garment District]
