When Hurricane Sandy hit, a number of neighborhoods in so-called Zone B?the zone likely to flood in a category 2 or higher storm?flooded. Why were the ciy's flood maps so off about the likely impacts in different zones? The city used weather data from 2003 to outline its flood zones, and did not update the zone designations based on more recent data from FEMA that highlighted flood risks to Gerritsen Beach, East New York, Howard Beach, and other Zone B neighborhoods.
