The Department of Buildings is handing out a violation to the owners of the Camargue, who have apparently put up a locked gate around a concrete patch with playground at 303 East 83rd Street. The building's owners had made an agreement with the city in the 1970s to keep the lot open in exchange for permission to build a taller building. Eighty-seven of the 97 privately-owned public spaces on the Upper East Side are like the Camargue's, linked to residential buildings. [DNAinfo]
