Upper East Side residents aren't wild about the idea of a waste transfer station at 91st Street and the East River, but residents of other boroughs are completely in favor. More than 60 percent of the city's garbage is processed through the 13 plants in the South Bronx and the 19 around Newtown Creek. [NYDN]
